Its not just the 'ferals'. There are far too many kids unsuperviced because our economy has forced both parents into work and kids are growing up unsupervised, on x box, facebook and elsewhere. The boundaries are not being enforced whilst the parents are absent.

More over boys require a strong father figure to lead them and set boundaries and understand the morals men must exhibit.

A high proportion of boys growing up in 1 parent households (obviously a sinbgle parent needs to work) these kids are not learning by expample of a parent who is around all the time to guide them.

I know of 2 boys whose parents searated. Neither wants much to do with the kids as they are both so stressed and overworked, family has become a second priority to their own personal issues.

Nothing but a world war three and complete devestation will bring back the need for hard morals and strict boundaries. Devestation before we get back to a society where people care about and support each other.
