Actually, your argument is technically incorrect. If strict on legal terms, these people just buy the product in australia as a consumer. When they make profit is to resell in china, and their income and profit comes from china. If anything, they should pay chinese tax, not australian tax.
You have no right to demand them to pay australian tax.
