AXO will have a plant that concentrates the titanomagnetite (oxidised), & will ship the concentrate to Chengde, who will produce the V as a bi-product. Most V is produced by this process.
Your advisor should know that this V will bury anything that PMA produces in terms of price. The second barrell will come some time later when Balla Balla produces its own V, also cheaper than Windamurra's. I would be surprised if Windamurra still exists at that stage!
