The tools exist. Implement them in a more purposeful way. It does not require a constitutional change.

If, as we keep being told, the final decisions still rest with government, then what will make the Voice any different to any other organisations which already exist for this very reason? Legitimate question.

There is already many voices. The problem is government. You can keep piling advisory boards up until the cows come home. Meaningful implementation is what is missing.
