Anag is right in the sense that volumes are way down, and that none of the big players in the stock are dumping, but they aren't adding.

Psychologically it's easier to travel from 14 cents to 18 cents, than 12 cents to 18 cents, even if the result of new news compels a new market norm valuation of 18 cents. In other words if we need to rise from 12, we might not hit 18, instead we might hit 16.5/17 - of course this is an example of psychology and nothing else.
