Your suggestions makes good sense. Why pay the penalty and not have the funds?
Perhaps by retaining the TCW funds the Hanlong people may be thinking that this could be a leg up to the larger plant sooner rather than later.
Given the improving price for molybdenum and the fact that there are quite a few blue sky projects in the wind it would be reasonable for MOL to get the larger operation going ASAP. What do you think?
