FWIW I don't think your being blocked was vindictive, nor was the reasoning "bullshit".

I've had a personal account for ~18 months and initially they did work on the honesty system (or soft limit). They counted usage but didn't stop you going over.

A couple of months ago I was browsing around and exceeded my quota and found myself blocked. From memory you get an overlay telling you that you can no longer zoom in as far which kinda makes it useless but I guess that's the point.
