Energy efficiency upgrades all depend on the benchmark, and also on the type of building / layout etc. There's also already been huge subsidies to take down the old bay lighting and upgrade them. If they're already upgraded, the owners will want to see payback before embarking on a new fitout I would imagine. Sort of business where the numbers sort of need to do the talking as the theme is already underway and each site has its on specifics that mean it's hard to disrupt out of the normal lighting upgrade cycle and any new LED lights that have been put up (even if less efficient than the VIV offering) have a very long hour lifetime.

I know there are other moving parts though but I'd want to see numbers showing some sort of significant take up and also more information as to why that's the case. Being more efficient isn't enough.
