Sorry badly phrased scrag. I meant that it infers FSE have investors lined up - otherwise they would be doing a rights issue or other means of raising funds from current shareholders.
I have just started reading the independant experts report which further stengthens my opionion regarding the dilution being factored into the current share price (Page3 under Reasonableness)
