imo they should just introduce a 1000% toilet paper tax.
It has multiple benefits as it will also reduce medicare costs as people stop overeating, reduce the demand for food, reduce the demand for water on the farms, reduce environmental stresses and lower food prices and inflation.
The downside is people might start using USD bills.
