The budget papers make reference to 'forward estimates', having taken into consideration a growing population, to come up with future projections of things like deficits/surpluses. As we don't have a high birth-rate, they bring in 200 plus thousand immigrants to plug the gaps.

Again, this is just my opinion.

Don't take my cynical comment to heart

When has an Australian government in the last 50 years done any "forward planning" they might talk the talk but don't do the walk

So it has just become a catch all phase when they don't have a proper answer
