Look back in the history of this company. Directors in the past have always bought stock and all have done their dough. Just adds weight to my thoughts that it's steady as she goes. Probably a way of keeping regulators from prying into the modus operandi, and no doubt the directors will get a "performance bonus" to cover their cash position.
