Could happen that way. I suspect investors are concerned about the company taking on debt to fund day to day expenses. Essentially it is committing the company to profitability based on the CEO's schedule. Its more "risky" than an equity raising, but it does guarantee the cash will be there.
If all goes according to the CEO's promise anybody buying at this price is probably getting a bargain.
