i am not sure what nonsense you have been told but i am here to help.
nobody esp a major (somebody was referring to as JV potential) will not spend a cent on you until you have proven there is a market for your product. that requires serious $$$. A buyer / customer of your product will not sign a deal until you can produce HPA consistently at scale. let me repeat no lab results, pilot study will get you across the line. whatever you have been told is a lie. nothing happens until you can prove your 4n HPA product. unfortunately size of resource is meaningless, and cost to get out of ground as well, until you have proven you have a market for your product. that requires serious money, maybe +$100m minimum (i am being nice with this number) to get you a small scale commercial production start.
