It's supposed to be a free market economy but the most base parameters are artificially controlled ie not a function of market place supply & demand.
When the initial premise is false, the whole arguement is false.
& as you point out, who made the ARB head the "monarch" ... yet another rediculous anomoly of our supposed "democracy"
