Simple economy of scale, FF - that's what suggests CXY would secure a better dollar profit per MWh.
SeamFiend, Cougar's power station technology is not really anything revolutionary - they are just going to use a standard CCGT power plant. The major difference is of course that their CCGT will be burning syngas (mostly hydrogen with a bit of methane) instead of natural gas (mostly methane).
As I see it, Cougar's risk profile is dominated by getting the syngas out of the ground in sufficient quantity and quality - not how they are going to achieve 400MW if they do get it.
