I agree - I wasn't so much criticising Lynas and was acknowledging their delicate position but I felt at the time of reading of the Lynas 'call-back' immediately prior to the TOL being issued that it was a significant to change. I have been following Lynas since 2006 and cannot remember seeing Lynas make a comment like the one we are discussing here.
I must admit to feeling much more comfortable today than at any time in the past (and there have been some grave doubts on many occasions) - not so much on price but more on the ability & freedom of Lynas to take the project forward in the coming 2-3 years - with significantly less risk.
