    Huayou are strategically creating a mega empire.

    They have an interest in PLS via a POSCO JV.
    They are supposedly supporting Optimum Nano to buyout AJM
    They are well placed to take out NZC for dirt cheap.

    They have a bigger strategy in mind than simply selling raw materials. A super tax might compress margins to some degree but as you say that just drives the price up.
