Absolutely agree with your comments. I, too, was unclear about the need for W-8BEN form being a separate requirement and additional to the procedure which I followed on the website. I took it to be a rather poorly designed letter and have just completed the W-8BEN form although the instruction sheet explaining how to do so contained misnumbered points, but also I don't understand too much about what the Treaty arrangement which USA has with Australia. Tried following down that path but still bewildered. I just ticked the first box in Section II, against 9(a) and wrote the word Australia, in the space provided after the words, "The beneficial owner is a resident of .........................."
No other box did I mark. Hope that is all I need to do. Cost of special international stamp was $2.75.
