It is still unclear to me whether the W-8BEN form is required for us Australians in this instance: the Notice of Unclaimed Property has 2 options separated by the word "Or" which I took to mean that either option is acceptable. The first option (the simple online method that I followed) did not mention the W-8BEN form or any other conditions for Foreign holders, and the website did not indicate that it was required, but nor did it indicate explicitly that it wasn't required.

Some clarification would be nice.
