Matt,
I would be calling it a reduction on the particular components, rather than the overall unit. I think if it was an overall 75%ish reduction they would have said it in exactly that way.
What it does show is that they appear to be looking at all individual components and seeing what they can do in the way of refining them, which to me is a very good sign.
