My reading of this is that the purchase price of the component parts has been reduced by these %'s. i.e. if the pump previously cost $100 to buy, it now costs $70.
How this reflects in the total manufacturing cost (and hence the cost that the unit can be sold for) is really unknown, since we don't know the cost of the component parts. I'd be looking for cost reductions in the major (expensive) components (fuel cell stack, housing, inverter etc).
I'd also be expecting the company to have a figure in the sales price to encompass the IP in the product, this should be significant to recover the years of R&D that has gone into the technology. As the product becomes commoditised, this will reduce (like LCD displays have).
Nevertheless, its great to see their emphasis on reducing costs and sales coming in.
