Slightly vague, nothing new statement, potentially a misleading statement in that I assume the "initial startup up" part refers to phase 2, not the initial startup of the LAMP which has already happened. Phase 1 was at 98% complete for months, how long is it gonna take to get from 76% to 100% on phase 2?
