I don't know about that dust.
I don't know of any clear evidence that terrorist numbers have either increased or declined since 9/11.
I suspect that US policies have achieved neither and have not changed anything. In other words they have spent a lot of money and killed a lot of people for no nett gain or loss. Have not even caught Osama.
