Anything is possible but before declaring any t/o they want secure a strong holding. No point in making an offer and having less than 10% secured, hardly ever to succeed. Better way is to accumulate when the general market is in fear or not interested, secure at least 25% to give them leverage to put pressure on the board and to fight off possible other suitors.

Could be the case here, we know one group that kicked out Axel Hoos already got more than 1.25b shares and is nowhere listed in the top 20. This group seems to be Hopper's reassurance that he still got the support of majority of SH votes.
