The best people to answer are Slick and Zior but part of their answer would be that chart's "predictions" are based on probabilities, long term trends and of course mathematical models that describe human behaviour. I am not a chartist but sometimes look at Slick's favourite's, the Bollinger bands or Zior's Fib-numbers, which seem to be used by the big guys as well, to make trading decisions.
But of course nothing, not even a chart, can beat a good old GFC-style market sell down.
