You don't seem to read very well. Let me re-iterate here for you. The problem is not the fact that 6m came on for sale at 19 cents. It came on at almost the same time with more than 20 sellers at that price point as soon as the 19 cents bids were wiped. So pray tell, how can more than 20 individuals suddenly know to press the sell buttons at 19 cents at almost the same time.

If you believe that is possible, then why need 2 person sitting side by side to push the button before a nuclear launch? They should both know when to press the buttons and don't have to sit side by side, right? And with only 2 individuals, they need to sit side by side, yet more than 20 individuals can sit in separate offices doing same thing at same time?

In the past, before all these nonsense, one would see 1, then 2 or 3 sellers appear slowly over a period of minutes. Nowadays, in heavily manipulated stocks, they appear simultaneously and the number are usually big.

So please, it has nothing to do with the number of shares on issue. It is to do with the number of sellers pushing the sell buttons at the same time for the same price. That is manipulation.
