Think if you do some research, you'll find that there's no script available for retail to short. Don't get sucked in by those telling fibs.
Plus, as everyone has learnt in recent years, especially with IMU, companies now don't raise capital when they need to but when they can. Therefore, regardless of cash positions, the second an opportunity gets presented to management, they'll consider it and most likely dish out more confetti.
