It is very important for the index funds to have IMU as low as possible when the funds officially include IMU. That way they show big improvements as the price rises. It is simply share price manipulation that the regulators turn a blind eye to - but likely many of the regulatory officials were hired from industry (ie, current game keepers were likely once poachers).
