I'd answer the original question with another one:
How big is 2/3 of the ex-China REE market?
Moly will struggle to survive and with our much better mix of RE (and much smaller debt) we can outcompete them I'm sure. GWM is a nice company but small: their resourse amounts to 18 months Lamp production. They don't have money yet to build their version of the LAMP. I think it's Stans that own Soviet era processing facilities in one of the less salubrious stans, Kyrgik. There is some old capacity in India. Apart from that motley bunch it's Lynas and China for the next several years at least.
