Pretty much fully concur.
Although the disclosure was rubbish, my hunch is that they got the best they went into Vietnam hoping for, ie I suspect they had established two likely outcomes:
1) A duster and allowed the full 15%
2) A decent discovery, and allowed 5%, wink, wink, nudge, nudge
I"ll be very surprised if the 5% doesn't eventuate.
Really bad communication though.
