It may however show why no Mining Convention has been approved by the ROC Government.

It can't be just that Conventions take that long to progress in the ROC because Exxaro has theirs now, and they were on the scene far, far later than SDL.

Time between Mining Permit and Mining Convention for Exxaro can be measured in months rather than years.

The ROC Government may have it in their head that they would rather the minerals from Nabeba, Avima, Badondo and Belinga North to be exported from their country.

SDL's project is not viable without Nabeba.

I'd wondered why the Mining Convention from the ROC Government had taken so long. Very interesting.
