Squidd, I suspect this may be some political brinkmanship akin to what we have seen in the US in recent years with the debt ceiling. It is not just about the fact that the quantity of ore is split across the border but by all accounts blend of the two deposits is also important to produce a viable product.
But....No matter what language you speak, what culture you come from, politicians all live in their own "special" universe. Fortunately common sense usually prevails at the last moment. The Congo part of the IO deposit is stranded in an isolated corner of the country and unless they agree to the ore being exported through The Cameroon it will remain unexploited as no other economical solution for extraction and transport is on the table.
I am sure that the political leadership of ROC already are fully aware of that fact....but whilst there is some political mileage to be had......
