The way I see it, would it be within the regulations for NuCore to get a free hit? By dictating to PEN in order to get their fill?
If that's kosher, that's wrong. None of us are privileged to that kind of information.
Either way, this thing will be a belter - despite the scent of Machiavellianism hanging over it.
