Under the heading 'Will the new Activity Test make part time work more achievable?' This gives a fairly good insight into the Activity Test.
These changes are being blocked in the Senate by Labor and The Greens, but Scott Morrison, Simon Birmingham and the PM will be pushing to get this through. The expected time frame to change the systems to accommodate the families package has been estimated to be around eighteen months, so they must get this through to meet the July 2018 deadline. IMO I think there will be a trade off with Labor and The Greens, IMO I expect the trade off to be a more flexible Activity Test that will grant more care hours for the children of part time workers, volunteers and students. A more acceptable proposal would be to grant Childcare to all children, regardless of the working status of their parents.
Will G8 be affected, yes the same as every other early learning facility. However, I've mentioned previously the new start ups, these are the ones that G8 are renovating and resourcing from scratch. Plenty money being spent on them with excellent facilities now on offer. If you look closely at the placement of a couple of these new startups you'll notice how they are smack bang in the middle of regional towns. IMO I believe centres in these locations will have no issue with the activity test affecting enrolments, but will possibly struggle with occupancy for awhile. Other groups of Childcare providers are doing exactly the same, so again the competition makes achieving high occupancy levels crucial.
Recent research suggests that after the altered educator to child ratio's - to provide a quality service, fully resourced with qualified staff a centre must be reporting occupancy levels of close to 90%. I know of services currently operating on 55% occupancy levels. Occupancy is not something you worry about early in the year, good centre managers and area managers should have their eye on it all year and be consistently trying to improve those levels.
