This has always been the risk with TNG and the reason why its market cap has never reflected true value.

Well 2 reasons.

1. PB.
2. We needed to invent something that doesn't yet exist to make the resource economical.

It would've been great if the resource was economical on it's own without TIVAN. There are so many moving parts to co-ordinate with TNG. PB has been content to chip away at things slowly while receiving a huge salary - which has ultimately gotten us no-where.
Much of the work completed in the past 10 years has been superseded multiple times or made redundant entirely.
