Well, from a completely selfish perspective, GW doesn't actually need to get it over the line: he just needs to generate enough hope and interest to raise the SP to a level that delivers a decent profit for long-suffering holders - something PB and his cronies were clearly incapable of. Actually, profit is probably the wrong characterisation - we'd just be recouping (some of) the opportunity cost of long-term TNG holdings.
