For anyone interested in this kind of research ie. 'who owns adjacent EPLs which a resource may extend into' - for Namibia this is the way i did it:

Go to Namibian Ministry of mines website at;
http://www.mme.gov.na/

then go to map of nuclear fuel exploration licences;
http://www.mme.gov.na/pdf/licences-nuclear-fuel-1207.pdf

note EPL numbers of interest, then go to the list of who EPLs have been awarded to at;
http://www.mme.gov.na/pdf/epl0409.pdf

I don't know if this is the best way, but it seems ok, and the listing seems very up to date.
