You know nothing of the russian deal. maybe they intend to fund the whole plant. Your question is so far in the either it simply cant be answered?
Maybe they intend to move into the EV market? They wont just hand over a few million on the promise MNS will build a mine and supply them graphite.
They may be supplying ex amount and MNS need to stump up y amount. MNS may do that through further offtakes and raise the funds that way?? However how MNS choose to raise those extra funds is of no concern to the Russian company.

MNS will need to adhere to the terms of that agreement, they will not have to get the russians to ok any other agreements they sign up.
