This provides a shortcut to implementing tech developments without the need for the Stage 2 24 month delay 'and may be awarded without further competition'.
Also the funding is not restricted to SBIR "Phase III is the commercialization of innovative technologies, products, and services resulting from either a Phase I or Phase II contract. Phase III contracts are funded from sources other than the SBIR and STTR programs"
So if Nasa likes something after Phase 1, they can go straight to ordering the product.
