Who actually does the DFS ? CQT (explorers) or a bunch of...

Who actually does the DFS ? CQT (explorers) or a bunch of consultants (who have advise CQT hand on their heart that they / we would receive the DFS no later than Nov 09) ?

Oh and the DFS will be top quality and our offer price to do this job is cheap.

So in short, My question is, does CQT management have any control over the DFS delivery date other than to go on what the consutlants have advised ??
