as far as bringing more money in - it certainly will, as with any govt handout, those indirectly benfitting are those who take advantage and increase their fees to take a large part of the rebate.
without the child care rebate, child care fees would be much lower.
look at the maternity payment (commonly called baby bonus).
as every mum receives $5k, all the specialists associated with childbirth can increase their fees as every mum can pay, using this bonus. if the bonus didnt exist, the fee would be substantially less.
ask anyone who has had a child in the period pre 2001 and another since 2004 about the hike in fees.
