i believe you are right in your assumtions, you have obviously missunderstood my post !!
if this were a proper bid then they would be standing in the market at 17 cents ?
a scheme of arrangement is not subject to bidding rules as i see it but lets hope a proper bid is forthcoming & i would expect it to be of the order of at at least 25 cents IMO.
