the free Hubb Investor charting software is pretty good, with a 20 minute delayed stock data. I have been using it for a few years now.
Not many technical indicators there, but if all you want are some simple ones, what it has should be sufficient.
Another feature that may be of interest to some is its daily pre-configured scan, scanning for major movers.
