The royalty hikes apply to coal with a sale value of $100+, and then another hike at $150+.
The rate for sales sub-$100 hasn't changed. The current thermal benchmarks are below $100 but might not be for long.
The reason nobody's mentioned strip ratios is because they are constant, not variable. The coal deposit itself doesn't change, what changes are the cost to get that coal out of the ground and the money they receive for selling it.
Not a problem in africa and places where mining wages are 0..
Tell that to CCC holders. Strip ratios matter everywhere.
