He cares about retaining government. Aboriginal welfare is one issue in this country. By legislating he would risk turning it into the only issue in the country and slaughter his own government in the process. Albanese has only one thing going for him. He's not stupid enough to compound the error he's made here by doing what you think he should: legislating against the will of the people expressed in a popular vote. He would be right to do so, but would never and could never win the political argument on it.
