    Here is my un-researched theory.
    There are 2 groups of shareholders:
    a) The long term "Mum and Dad" holders. This group is patient and are the long term holders. It is difficult for the board to shake ownership from this group.
    b) The institutional investors who are in for the quick trade and carve up of AWE because they see that foreign buyers prefer to own "the farm" rather than buy a product from an Australian owned "farm"

    Here is the problem for the board.
    a) They see short term gains and short term personal bonuses;
    b) They want to sell out AWE to "mates" from under the shareholders;
    c) The Mum and Dad shareholders already suspect the motives of the board;
    d) They want to see a sale go forward but do not want to get the attention of an underfunded ASIC
