It's quite high but near the sea so clear crisp winter skies compared the more humid summer conditions must contribute to the result. There are plenty of articles explaining the output losses of solar PV as the temperature increases. It's certainly a substantial consideration.

    It seems obvious that fixed solar panels should be aligned with a winter sun bias but most people want then flat on their roof so they blend. Having them lifted off the roof would also allow the air to circulate and cool them. That way the annual supply would be smoothed out.
    As panels get more efficient the weather has less effect and the high efficiency in cold conditions shouldn't be underestimated.

    There's the $300,000,000 they threw at the Collie power stations a few years ago to keep them going instead of using it towards a better alternative which will happen now.
