If someone was to come in and try to rejuvenate the mine site they would have to spend hundreds of millions of dollars and would be expecting a solid return on that investment so the Bougainvilleans would need to be very careful otherwise they'd run the risk of being used and spat out. I'm not saying BCL acted honorably the first time around (depends on who you talk to of course) and likely another co would be more of the same.
