there is such a thing as "handover". A period of time of operation at load, and nearly full load occurs.

After successfully meeting the performance spec and not breaking down etc, the plant is "handed over" to the operational staff and becomes operational.

For those unaware, this is significant to the supplier and his commissioning crew. It marks the time that supply, install and commission finishes, and the warranty time starts.

The plant may well be running and clearing ROM pads, but thats a side-effect/benefit of the commissioning phase.

A few need to pull their heads in a foot or two.
